New U.S. proposal to ban internet gambling

A new propsal for a "Unlawful Internet Gambling Enforcement Act" was introduced in the U.S. Congress. This proposal follows a previous attempt to pass anti gambling legislation, but which failed.

The current proposal is similar to previous proposal with the exception that it includes specific exclusions for betting on horse racing, intrastate wagering and tribal gaming.

According to the draft proposal, the law will prohibits the use of credit for “unlawful Internet gambling,” which is defined in the bill to mean:

“..to place, receive, or otherwise knowingly transmit a bet or wager by any means which involves the use, at least in part, of the Internet where such bet or wager is unlawful under any applicable Federal or State law in the State or Tribal lands in which the bet or wager is initiated, received, or otherwise made.”

But the law specifically excludes from the definition of “unlawful Internet gambling” “interstate horseracing,” which is defined as:

“[the] placing, receiving, or otherwise transmitting [of] a bet or wager that is governed by and complies with the Interstate Horseracing Act of 1978.”
